2023 Delegation

The County of Santa Clara hosted a COIL Open World Delegation from Ukraine in May 2023 - the first international delegation since the COVID pandemic. It was a unique chance to celebrate citizen diplomacy and international relationships, extend our solidarity with Ukraine and Ukrainian Americans, and develop a direct connection with Ukraine.

2024 Delegation

The County of Santa Clara was honored to host our second Ukrainian Delegation in September 2024 with five members of the Ukraine Parliament, the Verkhovna Rada. A flag raising was heled prior to a Board of Supervisors meeting where the Delegation was recognized with a commendation [Agenda Link].

BACKGROUND 

In January 2025, the County of Santa Clara Ukraine Citizen Diplomacy Sister Commission held their first official meeting, enhancing their work to develop a relationship with Ukraine and extend the County's support. The Commission has hosted delegations through the U.S. Congressional Office of International Leadership’s Open World Program.

The County hosted their first Ukrainian delegation in May 2023, and a second in September 2024 with Members of the Ukrainian Parliament. The Commission will host their third Open World delegation in June 2025.

The Commission's work is built on actions by the Board of Supervisors after the Russian Federation's invasion of Ukraine in early 2022. In March 2022, the Board of Supervisors passed a resolution condemning the invasion, standing in solidarity with Ukraine and Ukrainian Americans, and severing all ties with the County of Santa Clara and local and state governments with Moscow. On April 4, 2023 they adopted a resolution welcoming the first two Ukrainian delegations, and on October 8, 2024 formally approved a Commission name change to Ukraine Citizen Diplomacy.
